AFPM is looking for a knowledgeable and impactful Director, State and Local Outreach to join our team of government relations and regulatory affairs professionals. This position plays a key role in the development, implementation and management of AFPM’s outreach strategy at the local, state and national levels. This position educates elected officials, stakeholders and consumers about the fuel and petrochemical manufacturing industries, leads AFPM’s outreach to third-party and non-traditional allies, and impacts national policies and proposed legislation at the state and local levels.
This is a full-time exempt position, reports to the Vice President, State and Local Outreach, and manages a team of four. This position requires frequent local and regional travel.
Responsibilities
- Identifies opportunities to educate various state, local and federal-level elected officials on issues important to AFPM’s membership, including working with third-party entities, to deliver AFPM’s message to assigned legislative bodies.
- Collaborates with the Vice President, State and Local Outreach, Government Relations department, and other AFPM staff to identify and prioritize issues that constitute the focus of AFPM’s state-level educational engagement.
- Assists the Vice President in managing the State and Local Outreach Committee, keeping members informed of all legislative and regulatory issues important to the industry and helping plan and execute monthly committee meetings.
- Represents AFPM at conferences and events, including direct interaction with a broad spectrum of state-level elected officials to articulate AFPM’s positions on a range of critical policy issues, and occasional public speaking engagements.
- Manages a coalition of groups engaged in issue-specific, regional educational advocacy efforts, including coordinating with independent contractors, monitoring legislative developments, and serving as AFPM’s primary point of contact for coalition members.
- Work closely with the Vice President, State and Local Outreach to maintain efficient and effective communications with members to ensure that AFPM’s outreach efforts remain aligned with member expectations and that members are well-informed regarding the outcomes of our engagement.
- Coordinates with AFPM’s Communications department to develop proactive messaging through social media, op-eds, speaking opportunities, blog posts and other means.
- Identifies and engages other relevant associations and entities to coordinate strategic educational and relationship-building efforts.
Qualifications
- Minimum of 6-8 years of professional experience in third-party outreach and issues advocacy in an association or industry, issues or candidate campaign management, and/or congressional or state legislative experience.
- Experience with and strong knowledge of federal and state regulatory and legislative processes in connection with energy issues.
- Firm understanding of the regulatory processes and implications of federal energy and environmental regulations at the state level.
- Exceptional communication skills, including presentation skills, evidenced by experience in communicating advocacy positions verbally and in writing.
- Strong working knowledge of traditional and new media, including social networks and web multimedia.
- Keen attention to detail, including the ability to proofread and fact-check accurately and quickly.
- Experience managing a team of professionals, collaborating and working in a team environment, and working alongside and with other departments.
- Willingness and ability to travel locally, regionally and nationally as required.

Director, Safety Programs

The Director, Safety Programs is responsible for the oversight and direction of AFPM’s Safety Programs and leads a team of professionals in the areas of process and occupational safety, statistics and reporting, committees and meetings, AFPM’s Safety Portal, and AFPM’s Immersive Learning program. This position engages and interacts with AFPM’s members, associate members, and other trade associations.
This is a full-time exempt position reporting to the Vice President, Technical and Safety Programs.
Responsibilities
- Manages a team of professionals and is responsible for training, developing, coaching, providing feedback, and managing to goals and objectives.
- Ensures that our safety programs follow documented processes and procedures, are reviewed for continuous improvement, and meet the needs of membership.
- Supervises the team members who manage the process safety, occupational safety, immersive learning, safety awards, safety information hub and safety statistics programs.
- Participates in and supports outreach at trade shows, conferences, and relationship building within the membership and other industry leaders.
- Provides support and guidance to others at AFPM who participate in regulatory safety issues, conference planning, and the various initiatives that each committee accomplishes.
- Assists with the vision and growth of AFPM’s safety-focused Immersive Learning Program by providing guidance on specific projects including the use of virtual reality training techniques.
Qualifications
- Bachelor’s degree in engineering, math, science, or related field or commensurate experience and training; an MBA or other relevant graduate degree a plus.
- Proven ability to understand, analyze, and clearly communicate complex information to technical and non-technical audiences.

This is a full-time non-exempt position reporting to the Vice President, Technical and Safety Programs.

- Supports multiple, nationwide meetings, conferences, and events by mastering our speaker management system, managing speaker correspondence and scheduling, and responding in a timely manner to all information requests.

Summer 2022 Legal Internship – Energy and Environmental

AFPM’s legal department participates in litigation affecting the refining and petrochemical industries; enhances AFPM’s advocacy initiatives by providing analytical support to the legislative, regulatory, communications, and outreach departments; provides legal support to AFPM’s business enterprises through the contracting process; and ensures the organization’s compliance with antitrust, copyright, and other applicable laws and regulations.
AFPM is looking for a currently enrolled second or third year law school student with an expressed interest in and/or experience in energy and environmental law. AFPM will work with the applicant’s law school to provide the applicant with class credit for their work, or the applicant can earn an hourly wage for a maximum of 30 hours per week. The legal intern works alongside AFPM’s General Counsel and focuses on a variety of legal and regulatory issues important to the refining and petrochemical manufacturing industries.

AFPM follows a newsroom model for content development, in which members of the Communications team collectively review content performance, contribute news updates and identify opportunities for media engagement and owned content creation.
AFPM seeks a detail-oriented utility player to serve as Issue Communications Specialist within its growing Communications team. The Specialist will provide comprehensive communications, committee and coalition support under the umbrella of AFPM Issue Communications. This position will support AFPM engagement in various coalitions and industry groups, will develop master planning calendars for the Communications team, and will be an active contributor by monitoring key news and policy developments, submitting ideas for creative and written content around AFPM’s core issues and policies, and project-managing select deliverables.
Responsibilities
AFPM Newsroom support, content development
- Own development and ongoing revisions to a master calendar identifying key moments in time for Newsroom content planning
- Regularly track key news and conversations from thought-leaders, policymakers and media
- Support the development of issue-specific content, including blogs, statements, issue resource pages, backgrounders, etc.; create and adhere to workback timelines on each.

Qualifications

AFPM seeks an experienced public affairs, campaign or advocacy communications professional to join its growing Communications team as Senior Specialist, Issue and Advocacy Communications. The Senior Specialist will develop communications and mobilization plans and related content to support AFPM engagement on key issues at the federal, state and local levels; oversee and partner with consultants on communications, grassroots/grass-tops and digital issue campaigns at the federal, state and local levels; and, execute the mobilization strategy for AFPM’s industry-wide engagement program, EMPOWER. The Senior Specialist will also be an active contributor, or “beat reporter,” in the AFPM newsroom, updating the team on policy developments, identifying priority issue content gaps and assembling smaller action teams within the newsroom to develop engaging content across AFPM-owned channels.
Responsibilities

- Work with AFPM state & local outreach and federal engagement teams to monitor developing issue campaigns and identify communications needs to support teams on the ground
