The AFPM Environmental Conference program focuses on regulatory and policy issues at the plant level. Environmental representatives from refinery and petrochemical plants and service organizations attend, providing an excellent opportunity to network with peers who share similar problems, challenges, and opportunities in the refining and petrochemical industries.

The AFPM Environmental Program Screening Committee is pleased to open abstract submissions for this year’s Environmental Conference, scheduled for October 20-22, 2024, in New Orleans, LA. Abstracts addressing the real-world application of requirements (e.g., case studies) and identifying speakers are preferred.

This year, AFPM is considering submissions in the following subject matters:

Risk Management Program (RMP)

  • Strategies/case studies for evaluating mitigation measures
  • Implementing RAGAGAP, siting, and risk management plan requirements
  • Accounting for risks associated with severe weather and natural disasters
  • EJ considerations in RMP

The Hazardous Organic NESHAP (HON) and Related NESHAP/NSPS Rules

  • New regulations on pressure relief device releases to the atmosphere and best management practices to address this concern
  • Compliance strategies for the new ethylene oxide and delay of repair requirements
  • Fenceline monitoring requirements and strategies and Method 325B

New Source Review and Title V Permitting

  • The impact of the new PM2.5 NAAQS on Title V and NSR permitting and strategies
  • Modeling issues associated with the new PM2.5 NAAQS
  • The potential impact of the proposed project emissions accounting rule on permit applicability determinations
  • Strategies to address EJ concerns in new and renewed permits

PFAS

  • The impact for our industry of listing certain PFAS as CERCLA hazardous substances and 9 PFAS as RCRA hazardous constituents
  • State guidance on PFAS-waste disposal
  • Efforts to develop fluorine-free firefighting foam

Climate Reporting (preference for a cross-functional panel working in auditing, environmental, risk management, accounting and operations)

  • Developing confidence in the accuracy and completeness of your data
  • Procedures and tools to collect, quantify and manage data
  • Identifying data gaps
  • Using data for planning or decision making

BWON/QQQ

  • The role of EJ in BWON/QQQ enforcement
  • Strategies and tools to minimize air emissions from wastewater systems at refineries and ethylene manufacturing plants
  • Compliance strategies and other “beyond compliance” approaches

Preparing for NSPS Kc Compliance

  • Planning for and implementing the rule
  • Methods to determine total vapor pressure
  • Degassing and LEL requirements, and other compliance methods

Clean Water Act Hazardous Substance Facility Response Plans

  • What are the requirements and how do they differ from spill prevention, control and countermeasure requirements.
  • How to work cross-functionally to comply
  • Factoring EJ into your response plan and available tools


While the Committee suggests focusing on the highlighted topics, if you have a subject of interest to members, you may submit an abstract on the relevant environmental issue for consideration. Some areas of potential interest may include cumulative risk assessments, cumulative impacts, environmental justice, and quantifying environmental compliance performance.

The deadline for abstract submissions is May 20, 2024 — submit your abstract here. Please be sure to review your submission carefully to ensure that you submit for the correct conference. Authors will receive information about their place on the program by July 15, 2024.
