American Fuel & Petrochemical Manufacturers (AFPM) is a dynamic trade association representing high-tech American manufacturers of virtually the entire U.S. supply of gasoline, diesel, jet fuel, other fuels and home heating oil, as well as the petrochemicals used as building blocks for thousands of vital products in daily life, from paints to plastics, space suits to solar panels, and medicines to mobile phones.
AFPM is looking for a Director, Government Relations to be responsible for advocacy before the U.S. Congress and the Executive Branch and assists in the development of policy and legislative positions under the direction of the Vice President, Government Relations. The Director will focus on helping to implement and manage effective, proactive government and industry relations programs that support policy initiatives favorable to the economic well-being of the refining, petrochemical, and midstream industries, its employees and customers. The Director also works to enhance the image of both AFPM and its members on Capitol Hill.
Responsibilities
- Initiates and maintains effective working relationships with Members of Congress, Congressional staff, Congressional Committees, Executive Branch officials, and their staff.
- Sets up Congressional briefings to advocate and educate Congress about industry positions and goals to better acquaint them with industry operations and how AFPM members affect the overall economy.
- Monitors all federal developments of interest to AFPM, both regulatory and legislative, and provides input for developing and maintaining association positions by analyzing proposed legislative and regulatory actions.
- Works with other AFPM departments to ensure coordination and consistency with legislative initiatives and messaging.
- Helps draft Congressional testimony, comments, presentations, and other Congressional materials. Serves as the AFPM lead in responding to Congressional inquiries and providing relevant materials as required.
- Works with the Vice President, Government Relations to assist in securing, where appropriate, opportunities for the AFPM President or other company officials to testify before Congress on key industry issues.
- Works with the Vice President, Government Relations to position AFPM as the lead resource in Congress for refining, petrochemical, and midstream issues, while working closely with other AFPM departments and member companies to share information and pool resources in advocating Association positions.
- Performs other duties as assigned by the Vice President, Government Relations.
Qualifications
- Bachelor’s degree in a government relations related field, or equivalent experience.
- Five or more years’ experience working with energy and regulatory issues in a related association, industry, or congressional office.
- Ability to effectively work with and through committees to accomplish AFPM goals.
- Strong communication skills evidenced by experience in communicating advocacy positions, including writing testimony or other advocacy related documents.
- Experience and connections working with members of the Democratic Party in the House, Senate, and Executive Branch.
- Experience planning, organizing, directing, and coordinating the work of supervisory and staff reports.
- Knowledge of energy policy preferred.
