     AFPM is not opposed to renewable fuels. We do, however, believe that all forms of energy should compete on a level playing field in a free market. We understand that no single energy source will meet all of our nation’s needs, and that we need an “all of the above” solution to our energy challenges.

    AFPM opposes the mandated use of alternative fuels and supports the sensible and workable integration of alternative fuels into the marketplace based on market principles. Energy policy based on mandates is not a recipe for success. There is no free market if every gallon of biofuels – including those that do not exist – is mandated. Mandates distort markets and result in stifled competition and innovation.

    AFPM believes that in order to meet our nation’s current and future energy demands, all economically viable energy sources will be needed. The Renewable Fuel Standard (RFS2), which mandates increasing annual volumes of biofuels in the marketplace, has made biofuels a significant part of the transportation fuel mix. There are significant challenges to implementation of this standard that must be addressed.

    Although we do not oppose the use of biofuels in the nation’s transportation fuel pool, we do not favor the premature introduction of any new transportation fuel before thorough testing has been conducted. Prematurely increasing annual volumes of biofuels creates a number of consumer and market issues, including: decreased fuel economy; potential environmental, health and safety risks; fuel incompatibility within the retail infrastructure, including fuel tanks and dispensers; and increased emissions, potential for engine and product damage and consumer repair costs.
