AFPM relies on advice and support from the many experts among its more than 450 member companies. Our standing committees assist the Board of Directors to meet our goals. With the exception of the Executive Committee and Board of Directors, appointments to the standing committees are made by the President with the oversight of the Executive Committee. Applications for committee membership from member companies are always welcome.

Executive Committee

When the Board is not in session, it delegates authority to the AFPM Executive Committee to govern the Association. The Board of Directors elects a chairman, vice chairman, nine vice presidents and a treasurer who, together with the immediate past chairman, comprise the Executive Committee. The Board also elects a president to serve as chief administrative officer of the Washington-DC-based staff and the headquarters office.

Communications Committee

The Communications Committee enables AFPM members to share information, ideas and strategies to use communications to increase support by external audiences for policy positions established by the Executive Committee and adopted by the Board of Directors. This includes ideas on common messaging dealing with industry-wide issues to improve the effectiveness of communications efforts.

Environmental Committee

The Environmental Committee provides information and advice to the Board of Directors and AFPM staff on environmental laws/regulations and other matters that affect the operation of the petroleum refining and petrochemical manufacturing industries. The Environmental Committee provides a forum for members to exchange views and discuss their activities in the environmental area through an annual Environmental Conference.

Fuels Committee

The purpose of the Fuels Committee is to provide information and advice to the Board of Directors, and AFPM staff on legislative, regulatory, research, technology development, specification development and other matters that affect the manufacture, supply, distribution and quality of fuels and fuel additives.

Government Relations Committee

The Government Relations Committee includes government affairs representatives from AFPM's refining and petrochemical companies. Committee members meet monthly to exchange information and to strategize on public policy issues at both the federal and state levels. The goals and objectives of the Committee are to ensure that the viability of the refining and petrochemical industry is maintained and that its economic importance is recognized as the Congress and regulatory agencies deliberate on industry-related public policy issues.

Issues Committee

The objective of the Issues Committee is to establish public policy for the Association consistent with the interests of AFPM membership. It serves as the senior strategy-setting body for the Association. The Issues Committee advises the Executive Committee and assists the AFPM staff on current policy issues important to the refining and petrochemical industries. It reviews, coordinates and develops Association policy that is relevant and that reflects the views of the membership.

Labor Relations and Human Resources Committee

The Labor Relations and Human Resources Committee provides information and advice to the Board of Directors and AFPM staff on issues pertaining to industrial and labor relations, human resources practices, and collective bargaining. The committee also develops the program for the annual National Labor Relations and Human Resources Conference.

Base Oils & Waxes Committee

The Base Oils & Waxes Committee” provides advice and assistance to the Board of Directors on fuels, lubricants, and wax matters; develops technical programs for presentation at the Annual Meeting and the National Lubricants & Waxes Meeting; and compiles data pertaining to the manufacture and marketing of lubricants and waxes and arranges for the timely dissemination of this information.

Waxes Subcommittee

The Waxes Subcommittee leads the effort of promoting and showcasing the benefits of petroleum wax through endorsement of current and new wax uses and technologies to the marketplace. The group also educates the public, media and opinion leaders about the vital role of wax in the marketplace and provides leadership related to the safe handling, transportation and specifications of petroleum wax products.

Legal Committee

The primary purpose of the Legal Committee is to recommend litigation strategies to advance the interests of AFPM's members and the industry. The Committee also provides guidance to the AFPM staff on legislative and regulatory proposals and general legal issues affecting the industry. The Committee forms Legal Task Groups to focus on specific legal issues. Currently, the following Legal Task Groups are active: California LCFS Litigation and Climate Change/GHG.

Reliability & Maintenance Committee

The Reliability & Maintenance Committee advises the AFPM Board of Directors on issues related to process plant reliability, maintenance practices, mechanical integrity, and workforce issues. The Committee promotes the exchange of technical information and proven practices on reliability, maintenance, inspection, procurement, project engineering, and turnarounds through the annual AFPM Reliability & Maintenance Conference and Exhibition, the Cat Cracker Seminar, and the Labor Outlook Roundtable.

Manufacturing Committee

The Manufacturing Committee makes recommendations to the Board of Directors on technical developments, federal, state and local laws/regulations, and on other matters that affect facility operations and the products of the refining and petrochemical industries. The Manufacturing Committee is responsible for the development of the technical programs for the Annual Meeting and the Technology Q&A Meeting.

The Petrochemical Committee advises the Board of Directors, the Issues Committee and AFPM staff on current issues of importance to the petrochemical industry. The Committee participates in the planning, preparation and conduct of the annual AFPM International Petrochemical Conference.

The Petrochemical Steering Committee advises and assists the Petrochemical Committee on matters of interest to the petrochemical membership and takes action on any issues as requested by the Petrochemical Committee.

Operational Planning, Control & Automations Technology Committee

The Operational Planning, Control & Automations Technology Committee advises the Board of Directors and the AFPM staff as industry subject-matter experts for process control, automation-related, planning, and emerging technology issues as they relate to the refining and petrochemical industries.

Cybersecurity Committee

The Cybersecurity Committee advises and assists the Board of Directors and AFPM membership on matters pertaining to cybersecurity and cyber terrorism targeting business systems and/or control systems in the refining and petrochemical industries. The Committee reviews cybersecurity issues related to the refining and petrochemical industries and provides timely information on the same to the Association; provides analyses and policy recommendations to the AFPM staff and policy committees on cybersecurity-related legislation, regulations, and industry issues; and develops AFPM comments on cybersecurity issues that affect the membership.

Safety & Health Committee

The Safety & Health Committee advises the Board of Directors and the AFPM staff on legislative and regulatory issues relating to occupational and process safety affecting the industry. The committee also develops the program for the AFPM National Occupational and Process Safety Conference, reviews and monitors the annual Safety Awards Program, and collects statistics for the Annual Survey of Occupational Injuries Illnesses and Process Safety Event Report.

Industrial Hygiene Subcommittee

The principal objective of the Industrial Hygiene Subcommittee is to advise the Board of Directors to provide for the exchange of information among the AFPM membership pertaining to industrial hygiene-related issues within the petroleum refining and petrochemical manufacturing industries.

Process and Occupational Safety Regional Networks

Regional Networks have been formed across the U.S. to provide informal collaboration opportunities for practitioners at the site level. AFPM staff coordinates and facilities these plant-level discussions to encourage peer-to-peer networking, create a forum to exchange ideas, and enhance the overall safety performance of all sites in the region. Agenda items typically focus on appropriate sharing of process and occupational safety practices, lessons learned from industry events, industry standards, regulatory challenges, hazard identification, and special topics as needed.

Security Committee

The Security Committee advises and assists the Board of Directors and AFPM membership concerning security-related practices and policies, standards and guidelines, and regulatory and legislative trends. It solicits and assembles recommendations from members on these matters and ensures that recommendations receive consideration by governmental bodies and industry or trade groups concerned. The Security Committee is also responsible for developing the program for AFPM's Security Conference.

Midstream Committee

The Midstream Committee advises and assists the Board of Directors and AFPM membership concerning transportation and infrastructure-related policies and regulatory and legislative trends, including freight rail reform, pipeline safety, infrastructure permitting, and maritime and trucking issues. It develops an effective policy on regulatory and legislative matters related to the midstream sector that promotes AFPM member interests and improves the safe and efficient transport of fuel and petrochemical products. The committee advocates for AFPM member companies by communicating their key role in the supply chain and their efforts to improve the safe and efficient transportation of essential fuel and petrochemical products.
